Philpot to Focus on Growing & Diversifying the Firm’s Health Care Practice
Tallahassee, Fla. – Floridian Partners today announced that Toby Philpot will join the firm on September 15, 2022. Philpot, a health care policy expert and veteran political strategist, will focus on growing and diversifying the firm’s health care practice.

Philpot comes to Floridian Partners from the Florida Health Care Association (FHCA) where he has served as chief lobbyist since September 2020 and was named Runner-Up In-House Lobbyist of the Year by INFLUENCE Magazine for his successful stewardship of the association’s legislative agenda during the 2021 legislative session. He delivered once again in the 2022 legislative session by leading FHCA’s efforts to secure a historic 7.8% ($293 million) increase in Medicaid funding for nursing center care and worked to ensure successful passage of House Bill 1239 to modernize Florida’s staffing standards.

Prior to joining the FHCA, Philpot served for five years as chief of staff for the Agency for Health Care Administration (AHCA), where he served under three AHCA secretaries. Additionally, Philpot is a former chief of staff at the Florida Lottery; a former political director for former Senate President Mike Haridopolos; and a former deputy legislative affairs director for the Florida Department of Transportation.
At Floridian Partners, Philpot will join a roster of professionals who provide a comprehensive practice focused on legislative and executive branch lobbying across a wide variety of business sectors including insurance and financial services, health care, transportation, technology, and regulated industries In 2013, Philpot was named one of Florida Politics’ “30 under 30” rising stars of Florida politics.
