Cole Davis serves as Managing Partner of Floridian Partners’ Panama City Beach office and leads the firm’s expansion into the Florida Panhandle, bringing its statewide platform to the region where he was born, practices law, and lives. For nearly two decades, Cole has advocated for businesses, local governments, and public institutions before the Florida Legislature, the Executive Office of the Governor, and the state’s administrative agencies.
Cole helps clients secure the approvals, funding, and policy outcomes their projects depend on. His government affairs work spans state appropriations and legislative priorities, special acts and local bills, permitting and regulatory approvals, public procurement and contracting, and executive-branch relations. As a practicing attorney, he can carry a matter from strategy through execution: drafting the bill language, the agreement, or the resolution, and then advocating for it before the people who will vote on it.
Cole has spent his career on the government’s side of the table as well as the client’s. He serves as City Attorney for the City of Panama City Beach, as General Counsel to the Panama City-Bay County Airport and Industrial District, which owns and operates Northwest Florida Beaches International Airport, and as General Counsel for the Bay County Tourist Development Council and Panama City Beach Convention and Visitors Bureau, Inc. In those roles, he advises elected officials, boards, and staff on the legal, regulatory, and policy questions that shape how public bodies decide, and he represents them in litigation and administrative proceedings.
Cole is also a founding member of DMW Law Group, a Panama City Beach firm he established with his partners in 2025 to deliver seasoned legal counsel in a more personal, community-focused way. His legal practice concentrates on municipal law and local government representation, land use and development, labor and employment, commercial transactions, and complex civil litigation. He favors practical, common-sense solutions that resolve issues efficiently, and he is equally prepared to litigate when necessary. He has successfully represented clients before the Florida Supreme Court, the Florida First District Court of Appeal, and Florida’s state and federal trial courts.
