Samantha Greer

Samantha Greer is a government affairs professional with more than 15 years of experience representing clients before local governments, the Florida Legislature, executive agencies, and community stakeholders. She leads Floridian Partners’ Tampa office and chairs the firm’s Education Practice Group, advising clients on public policy, appropriations, regulatory matters, and stakeholder engagement strategies.
As Chair of the Education Practice Group, Samantha brings depth across Florida’s education ecosystem, including higher education, PreK-12, talent development, program implementation, and regulatory issues. Her work has included advancing institutional budget priorities, supporting statewide education and workforce initiatives, and helping clients navigate the systems that shape Florida’s policy landscape.
Samantha’s education practice is informed by experience on both sides of the client relationship: as an in-house government relations leader at the University of Florida and as an external contract lobbyist representing major universities, education foundations, nonprofit organizations, and education providers. Her work across the PreK-20 continuum gives her a practical understanding of how institutions and organizations position priorities, secure resources, and navigate the legislative, executive, agency, and local government processes that shape Florida education policy.
Samantha is a Designated Professional Lobbyist through the Florida Association of Professional Lobbyists. She was named to the University of Florida Alumni Association’s 40 Gators Under 40, selected for the American Enterprise Institute Leadership Network, recognized by INFLUENCE Magazine as a Rising Star in the Lobbying Industry, and named one of Florida Politics’ “30 under 30.”
Samantha earned both her bachelor’s and master’s degrees in political science from the University of Florida, with a minor in business administration and certificates in international relations and political campaigning.
